Yeah, the settings aren't there.
Pick a track and quad. When you load up the environment, hit ESC. From there select "Flight Controller Settings". You should find what you're looking for there.
Remember, Liftoff is trying to simulate the quadcopter. Each Quadcopter has the rates set in the flight controller settings.

What else do I need to make the transmitter work with my PC and this sim? Some sort of USB adapter?
I have the taranis Q X7 and I love it! However, I'm going to build a quad and use it with it as well, so it wasn't an investment solely for the simulator
It may come as a self-centering throttle by default but is easily modified by taking the back off the radio and turning a screw so as not to be a self-centering throttle. There are many videos on youtube showing you how to do this on the Q X7. I am pretty sure most people flying mini quads don't use a self-centering throttle. If you buy it from Banggood in China they will send it with the self centering throttle already disabled. Self centering is mostly used by people with quadcopters that have a GPS with altitude hold.
