Despite this, with the right loadout and approach, Fencer can be the fastest-moving class in the game. (for how, look up shield-canceling and javelin-canceling).
He's got a wide array of shields of and melee weapons because the primary playstyles involves close quarters combat. He's fully capable of dancing circles around the fastest of enemies, blocking the strongest of attacks, and dishing out serious damage over a wide area.
A lot of the ranged weapons are slow and force you to stand still for dangerously long. This is because they're intended to be used in cooperative play or with very careful placement. Despite them not being the highest in direct damage, they often have other unique benefits. Due to dual-wielding you can fire Gatlings infinitely, and every heavy cannon he's got will pierce through any amount of enemies.
Regarding Air Raider, he's definitely easiest to play in coop with other classes taking the heat from you, but coop or not he needs a plan in order to work. Without a plan he can't do much, but with one he can take out half a dozen king/queen insects and their mutant varieties in about a minute; I know because I did that earlier today using two satellite blasters, a helicopter and a ranger coop partner mostly acting as a decoy.

You were unable to run the game on the 7th; i really doubt you have played enough to really see what the game and it's classes offer. As mentioned before Fencer can be the FASTEST in the game with dash/animation cancelling; as for lack of content? This game is a huge grind; if you just play the first few missions then jump in the DLC with hardly any HP. You will get wasted and regret ever playing the game; just take it slow.
It's almost as if the artillery/missiles/orbital strikes/rockets/nukes/lasers need to be deployed and give anybody nearby time to escape!?
I've played Air Raider for a long time, and the weapon drops and support fire arrive in PLENTY of time.
plus, some of his weapons feel like downgraded ranger weapons (excluding fencer's missile launchers - those are beast) but then fencer has crap weapons like his auto-shotties that feel about as effective as throwing grapes at an angry elephant. even the highest level one. his miniguns feel terrible as well.
air raider is amazing though, easily my favorite class. you should probably play a class for more than 3 minutes before chalking it up as trash.
the only missions air raider is gimped in are ones with earth eaters, and even then he's still a valuable teammate, you just can't use air strikes on those ones.
Note that the equivalent DPS is before you start dual-wielding them, in which case they blow past Ranger's shotguns by miles, either in terms of raw burst damage or used in canon so that you have effectively no reload times.
While Ranger is capable of dodgerolling between shotgun blasts with much more ease than Fencer, Ranger's shotgun does not allow him to jump on top of buildings or pair it up with a shield.
The Fencer can carry four weapons so even if you use two to "cheese around the map", you still have another set to spare. And it must be noted that that's not really what you're doing. There's a huge difference in playing styles depending on what loadout you choose from the first three categories. A Jackhammer and shield will not let you move as fast and continually as two Blast Twin Spears, but maybe it's still worth it if you need to mostly stand still (maybe to stay inside an Air Raider's shield or under a building) or maybe the stage has enough buildings, that you believe reloading the shield won't be a problem, so you go with it. Maybe you go with a strong cancelling combo with the javalin or maybe two CC Strikers (Dyna Blade etc.) to prioritize a certain kind of damage output. Maybe you combine Blasthole Spear with Twin Blade Spear to combine speed with reach, knowing full well that it will have to suffice defensively, as you can't parry or reflect.
It's not just about "cheesing around the map". The choice will have a profound impact in what playing styles are available.
I think it's a huge strength that classes aren't just variations of straight forward classes like Ranger and Wing Diver, because while many will pick those classes in the beginning, you are continually surprised and learning new stuff with how to combine classes and weapons, even many hundreds of hours into the game. The only real draw back is that not every class is equally accessible right out of the gate, but that shouldn't be an ideal in and of itself.

However, with that said it is still very playable and viable in inferno. Just don't expect to have the kind of impact and reliability the other classes have. A mission that requires hectors/ships to be taken down? Lysander sniper or a railgun tank carries games far easier than firing those high recoil cannons with slow firing rates. Not to mention those cannons are so much harder to aim with (especially long distance with the drops) yet don't have the damage to compensate for this. The only thing fencers really have going for them that they truly excell at is their ability to prolong a bad situation in hopes of your team cleaning up in the background while you kite things around the map trying not to die.
