High difficulty rooms, like Hardest and Inferno will often kick low level people that join. Usually if they have low armour and completion % because they don't want new people making it harder for them.
There is a disconnect bug that occurs when you are loading the mission. It gets stuck on the black screen and then everyone gets disconnected, even the host. It's uncommon, and I think it's more likely if someone has bad net (like me if I'm on my phone net).
Some people will join a server, see who's there and then leave if there's something they don't like or if they are looking for friends. Or they'll just move around looking for a room that's not in mission.
I haven't played in quite a while, but the rule I used to use was that if they didn't respond to a "Hello" then assume they would kick.
This is silly though because the missions don't scale to the number of players. I suppose they don't know that though.
Yeah that's likely what they're doing. I will "Hello" anyone joining my room, and will retreat if they respond.
Quite a few public servers will be marked with 'anyone' or 'friendly', and those are usually safe to join if you see them. They tend to fill quickly though.
Enemy HP and attack damage increases with number of players. Granted it's pretty minor for the high difficulties, although I suppose every bit counts if you are struggling. It's also likely they see the new player taking the spot of a better player.

I think they were correct because they were doing solo online challenges - and I assumed that since 1 and 4 players had the same numbers, so would 2 and 3.
Yeah those differences are slight, not worth fussing over someone being underlevelled. But as you say, the slot could be used by someone more powerful. And there's a risk that the 0% player who just showed up is going to be a clown!
1. The kick option is in the waiting room and there's no option to kick during a game (I think?). So getting disconnected as the mission begins either isn't being kicked, or there's a bug that the game doesn't realise you've been kicked until this point.
2. I always thought the room list was very limited and not many people were playing, and that rooms appearing and disappearing was a bug. I've twigged on that it's because rooms at capacity aren't listed - d'oh!
2. Yeah it can be deceptive, as games that are marked with 'anyone' (or similar) often fill quickly. When the game has a lot of players on, the public rooms only really appear when they are first made, or someone has recently left.
