v syncturned on stops screen tearing. you know how sometimes the screen looks like it has lines running up and down? that's screen tearing! v sync fixes this, at the cost of frame limit
Only a few even with a GTX 680 overclocked you have to tune down a setting or two from ultra maxed out at 1080p anyway. If running higher res it will be a bigger challenge unless you have more GPU and CPU to back ya.
Even my whimpy i7 4 core + GT 650 overclocked laptop can run this game 60 fps solid with vsync. (Cause I know how to tune)
The game itself is fine even with a (now days) lower end machine.
