Should I apply patch 1.3 ?

The patch doesn't seem compatible with the Steam version. Does anyone know what version the Steam version is? The exe says 1.0.

To be frank, I'm currently sticking with version 1.0. The Steam edition has been updated to 1.2 (occasionally mislabeled as 1.3). In version 1.0, there were eye animations and car scratches that got removed later for reasons that remain unknown. Additionally, within the free ride mode, car images were introduced in version 1.2, but some of them are wrongly assigned, which is quite bothersome for me.

Furthermore, both the Steam and GOG versions had the music removed due to licensing issues. So version 1.0 is my preference without a doubt.

And in my experience 1.0 ran better than 1.2/3
