Settings->Apps-Apps & Features
Scroll down, then on right you should see Related Settings header with a clickable "Programs and Features" link. Click that, then on the left there is a "Turn Windows features on or off" link. Click that, then look under Legacy Components, check DirectPlay to enable it.
Try download Windows 10 iso from Microsoft site, same language pack.
