Yeah its a conflict...
Wow thats odd, how are your CPU and GPU temps when performance is starting to take a dump ? it could be throttling from temps possibly ? If you havent cleaned your PC out in a while a good cleaning might be needed..
Other things to try.
Power mode set to max performance in Nvidia control panel if on AMD they should have an equlivant setting, do this in windows power options as well. Adaptive and optimal power modes with my testing seem's to have very inconsistant performance
Run DDU- Display driver uninstaller and reinstall video drivers - Works for Nvidia and AMD and removes everything driver related, on the Nvidia note the newest driver has caused FPS drops in a bunch of gamess, I went back to 368.81 on my EVGA 970 SSC and it works great.
If the game is installed on a HDD have you defragged it recently ? if not run the defrag, thie game is newely installed and could of just exposed some drive clutter and inconsistant performance..
Try to verify your game files through steam, this can help also.
