and run "dxsetup.exe"
I figured it out. you need to download a platform update. heres the link - https://www.microsoft.com/en-us/download/details.aspx?id=36805
and if the loading bar goes forever then download this and try the platform update again - http://download.microsoft.com/download/F/2/2/F22D5FDB-59CD-4275-8C95-1BE17BF70B21/WindowsUpdateDiagnostic.diagcab
It's also weird seeing that the original ran DX10.
there is a reason to why windows 10 cost 3/4 of the price (and that has nothing to do with microsoft being nice and sells it cheaper ;)
ps. in future microsoft will do so windows 10 users only can play and use games/software downloaded/bought from the windows store & no modding at all from that moment.
