The game directory should have the required version of DX9 in the redistributables. You already have downloaded it, you just need to execute it.

go to your games installation directory
....steam\steamapps\common\BioShock 2 Remastered\_CommonRedist\DirectX\Jun2010
and run "dxsetup.exe"

I figured it out. you need to download a platform update. heres the link - https://www.microsoft.com/en-us/download/details.aspx?id=36805

and if the loading bar goes forever then download this and try the platform update again - http://download.microsoft.com/download/F/2/2/F22D5FDB-59CD-4275-8C95-1BE17BF70B21/WindowsUpdateDiagnostic.diagcab

It doesn't work because they're distinct libraries, 11 doesn't run 9 software and 9 doesn't run 11 software, I do find odd this "remaster" still uses DirectX 9 despite no one else using Windows XP anymore and even Windows 7 lost a lot of foot, anyone with an updated installation of Windows 10 and a half-modern video card made in the past 4 years or so can run DirectX 12 games.

It's also weird seeing that the original ran DX10.

DX9 isn't DX11. They're two separate APIs. Go to the install location and there should be a redistributable EXE you can run to install the game's DX9 libraries.

This is only for Windows 7 users and should be available on Windows Update - it is very bad practice to avoid updating your computer. This platform update was released years ago. Windows Vista has two of these, if I recall correctly, the first to bring functionality introduced with 7 and then another with basic functionality from 8, neither Vista or 7 will get updates for Windows 8.1 or 10 graphical technologies.
Windows 7 ultimate are still the best on market and still get updates!
there is a reason to why windows 10 cost 3/4 of the price (and that has nothing to do with microsoft being nice and sells it cheaper ;)

ps. in future microsoft will do so windows 10 users only can play and use games/software downloaded/bought from the windows store & no modding at all from that moment.

The thing is that this particular update[www.google.gr] is very problematic, its actually called "the evil update" and its the first time that any game requires it.

Sorry, but you have to be a grade A luddite to think that the update that backports some of Windows 8's new graphics technologies into the massively obsolete Windows 7 is "the evil update"; in fact, both are massively obsolete by now given the speed that Microsoft is introducing and developing an advanced graphics framework for Windows 10.

You guys had a whole year to download Windows 10 for free, and you're still able to upgrade and use any retail Windows 7 or 8.x key on the equivalent 10 edition; it's time to leave that 7 year old OS behind.

Sometimes I just can't believe these luddites, they're capable of refraining from updating their computers for half a decade over some completely stupid errors that random idiots with screwed up OEM installations of PC's many years ago. Next up, some funny dude is gonna show up and complain as to why the internet no longer works correctly on Firefox 3.6... ffs!

This dude gets it !
