If, like me, you have the DLC purchased form a site other than Steam, (I got mine from Chrono.gg, and theirs appeared to be faulty, giving you only the remastered version, but not the original Minerva's Den) you have to permanently delete it, and re-buy it from Steam.
Honestly, I never even knew you could permanently delete DLC's, only disable them!...
To do this you'll have to go to your library and find Bioshock 2 Remastered, click on Support and all the way down you'll see [DLC's you own]. Click on Minerva's Den Remastered and click the last option . All set!
I suggest you re-buy the DLC during one of the bigger Steam sales, as I got it for 2$ this Winter Sale, and you'll get both the Original and Remastered Minerva's Den DLC's! Cheers! :)
