Framerate Drops?

System specs: Ryzen 5 3600, gtx 1070, 16 GB 3600 mhz memory. Windows 10 Home. Running from standard hard drive. I ran Bioshock 1 remastered at 144 fps and 1440p and it ran perfectly. But this game drops frames from time to time. I tried capping framerate at 120, 72, 60 but problem persists. Is there a setting somewhere to change that would fix this?
