Report a translation problem
From the Steam interface, click on library to view your Steam games, right click on BioShock Remastered and click properties.
In the general tab, click set launch options. There, type "-allowconsole" without the quotes. Click OK and close the game properties window.
During gameplay, press TAB on your keyboard and a line should appear near the bottom of your display. That is where you type into.
I don't think the dev console appears in the menu, only during gameplay.
Having a ton of fun trying out new stuff for fun!
If anyone finds how to spawn actors / NPCs, please let me know :D
We can assume it's spawnActor or spawnActorAtLocation. I just don't know the syntax.
To give an item for example, it's "give <amount> <name>"
For example "give 1 ShockGame.Drill_Ammo"

Just remove "-allowconsole" from launch options.
Then just don't hit the tab key ever again.
Not sure why the console appears without the launch options set. It might have been patched to include the console out of the box.
