Same problem here. I'm stuck in the first Level because of that ♥♥♥♥. Really frustrating.
Oddly, what fixed the game for me was running the game without compatibility, disabling UI scaling and turning on everything in Graphics Settings in BioShock to include VSync --figure that sh!t out. I still get occasional crashing, but far less frequent now. I also turned off Steam's Overlay and Desktop Theatre as well as the XBox App DVR and Game Bar services.
My problem was that steam was using my intel default graphics as a default so what you have to do is go to This PC, OS (C:), Program files (x86), Steam, steamapps, Common, Then click on the game, Build, Final then you are at the location.
Now right click on The Game(e.g BioshockHD) then there will be an option to run with graphics processor and pick the most powerful, there is also an option to change the default (mine was defaulted to intel).
Would be grateful if anyone has any info on changing default NVidia
