Oh wait nevermind just saw the OP.
This is for Windows 7.
Nice you fixed your issue, which is a little different than mine. You just needed that Platform Update, I needed to fix the whole Service Pack 1, which was corrupted or wrong installed.
Are you running your Bioshock.exe with "Windows 7 compatibility mode"? It's the only reason I can see that explains that running under Windows 10 it says you to "Install Windows 7 Service Pack 1"
Do you get this massage: "Please Install Windows 7 Service Pack 1"...?
Did this actually solve your problem? I had the same issue with SP1 as you and the OP, but the file you suggested to download just continues to scan for updates but never actually does anything. I wonder why just Bioshock Remastered has this issue and nothing else...
Edit: dig bigger nicks solution worked for me after windows decided to actually work properly and allow the update to install. Game launches and works well so far. Win 7 users with the same issues need to follow the OP's steps and then download the DX 11 updater for Win 7 SP1.
so is it wrong installed ?
I had no problems playing this game in the past, but this is the first time I went to play this after upgrading to a GTX1080, and the winver.exe states I have 7601. I have no idea why this error has sprung on me.
I will try verifying the cache and if that doesn't work, will try a full uninstall/reinstall. If that doesn't work I have a broken game that will never run again, as I already have SP1, it was part of the windows I bought and not installed afterwards and therefore SP1 is installed correctly.
This also happenes with Bioshock 2 remaster, but unlike Bioshock 1 Remaster that just quits after the message, Bioshock 2 gives an Access Violation (0xc00000005) appcrash instead of quitting after the "install service pack 1" error. I am guessing if I get the error fixed BS2 remaster will just insta-crash with access violation. (BS2 remaster never worked properly full stop, and I previously only could play 2-10 mins before access violation appcrash. That game obviously has not been fixed).
EDIT: Deleting the .INI files from AppData/Roaming and verifying game cache did not resolve the issue. So I uninstalled the games and am redownloading them as I type. I did more searching around to see why this stupid error is happening on a Windows 7 Pro (x64) SP1 install that has SP! correctly installed, and someone said to try running direct shortcuts not from the steam client or the steam generated URL shortcuts. If that gets the game running then Steam is to blame for this, and the onus is solely on Valve.
EDIT 2: making a shortcut directly from the exe file is the way to go. the steam client is responsible for the error. I run from the exe and game runs. I run from the client or the client generated URL shortcut and I get the "Please install Service Pack 1" error.
Steam is to blame for this (at least for me)!
Do you have Windows 7 with SP1 installed? this fix is only fot that case.
