Remasters while generally having some what higher requirements compared to an Original doesnt mean you'll need 5x the power to max it out.
Comparing that to this isnt exactly fair now is it?
Plus, Arkham uses PhysX which lowers performance some what, Bioshock doesnt, or atleast not to such a large extent.
You can use SweetFX to enhance the textures.

There is a little guide in there fot arranging these settings. It is really simple.
This takes off a white haze that is over everything and adds detail to the textures that was covered up as a result.
