Field of view (FOV) determines how much you can see on screen. Narrower FOV's tend to work better for consoles, but on PC they might cause motion sickness due to most players sitting much closer to the screen. Wider FOV is good, but most games use a slider rather than a toggle option for a reason. If the FOV doesn't bother you though you don't need to tweak that setting.

As for your frame rate dips, I get them too, but nowhere near as dramatic. I'm running a system a hair below recommended specs (heavily overclocked R9 280) and it tends to dip into the upper 40's in some areas. Doesn't happen often, but I've noticed it occurs more often in "effects" heavy areas. The fact that my game gets stutter when it dips makes me wonder if it's a frame time variance issue (which could as easily be my card as much as the game itself).

If your framerates really are dipping that low, you should update your drivers and see if it fixes it; other than that, wait for a patch from 2K. Try turning off Antialiasing if it's on as well, as that can eat up VRAM.

I think the original also had issue with such drops. Lower some settings, lowering some settings before fixed issue for me. I forgot which one. Search fps drops on original game forum.

Sadly they seem to have removed almost all of the settings that would reduce the frame drops. Other than the newly added FOV and control settings (the latter of which don't really work well), you're pretty much limited to lowering the resolution, turning off AA (which doesn't fix this issue), and lowering AF (which shouldn't be necessary on a game like this). Thankfully it doesn't seem to happen often on my rig, but I seem to be fairly lucky as far as this game goes.

You can try adaptive vsync or windowed mode then borderless fullscreen app to go fullscreen.

yeah actually i'm not using Vsync, but is pretty odd that a game that is pretty old with basically just a few changes cannot run on my pc well, being able to play GTA V on ultra
