Like any game on Steam it has to be running.

i'm also having this problem. Steam is running and online, even tried running in windows 7 and 8 compatibility modes no dice.

Same issue here. Compatibility modes didn't work.

Suddenly started working all of a sudden yesterday, no idea whats changed it unfortunately

Yeah... It's sad not even being able to see how right/wrong the many reported ingame issues are as it refuses to launch due to steam not being open despite steam being very clearly what I clicked play through....

Gotta assume some people got fired over how much of a ♥♥♥♥♥♥♥♥ the remasters have been

If you're okay with cracks then just dump the files from this into the local files for the game, its the codex crack for the game which fixed it for me by bypassing steam all together. http://www.megafileupload.com/kbyy/CODEX.zip

I had the same problem. You need to set the game to run as administrator to get it to work. After I did that I've had no problems with playing the game. Works great! Graphics are kind of disappointing for a remaster though. Shouldn't need a crack, or patch of any kind

you just need to copy the files in the codex folder into the bioshock folder

Shouldn't need to crack a game you have on steam to make it run, no, but hey 2k (bioshock is 2k right?) fuxxed it up rather bigly, glad I never bought the remasters and got em free for having the orignals cause the number of issues they have are astounding.

Never played 2 before the remaster as it's a gamepad game for me and the orignal of 2 on pc for some reason lacked gamepad support despite 1 and infinite having it (would have been less weird if 1 also lacked it but yeah)

I'd never have payed actual cash for a version of the game that has this many unresolved issues (like all the big sister related crashes in a couple of areas that I only got past due to made save load skill.)

Still at least we have crackers to fix ♥♥♥♥, even non pirates rely on them a lot in modern gaming funnily.
Thank you all so much, running the exe as an administrator straight from the folder bypassed every single ♥♥♥♥♥♥♥ problem I've been having with this ♥♥♥♥ show of a port job. Although I guess the people behind the port can't be blamed THAT much. Bioshock was always strung together with paper mache and string, what with it being an early "HD Next Gen" title from 2007.
