Good Life's solution did indeed work for me. I noticed when I verified that it didn't say any files needed to be replaced or anything, but it did work when I went in the next time.
Please help me my friend, I can't fix this problem. can you explain again and how i did it?

This guy is correct. I do have multiple monitors, so that may be the culprit. However disabling full screen optimization is key here.
ELI5 explanation....
-Right-click Bioshock remastered in steam and select "Properties..."
-Click the "LOCAL FILES" tab
-Click "BROWSE GAME FILES..."
-File Explorer will open and double-click "Build" then "Final"
-Right click on the executable "BioshockHD.exe" and select "Properties"
-Click the "Compatibility" tab
-Check-mark "Disable fullscreen optimizations"
-Click "OK"
You're done.
The brightness slide bar should now work.
