Cannot find third Spider Splicer to photograph

During Neptune's Bounty, you have to get 3 photos of the Spider Splicers to procede. But I've ended up with 2 of 3 photos and I cannot find the last splicer at all. I've check all the locations in the hint menu with the exception of Upper Wharf, which I can get into all due the steel bars. Is there any way to continue or am I going to have to re-start the whole game?

Also while I was getting desprate I managed to use Telekenesis to stack a bunch of objects, leading me to find this. So, uh, bug report I guess?

First spider splicer is in the interrigation office, second is in mcdonaghs tavern, and third is in the postal area, plus an additional 4th and 5th are located in the area infront of Peach Wilkins stronghold.

Turns out I did have to restart. Thankfully the autosave made a save at the start of Neptune's Bounty so didn't lose too much progress.

To anyone else who stumbles across this thread: Make taking images of those Spider Splicers maximun priority; if one despawns you won't be able to get back to the Upper Warth. Because there still seems to be the occasional update for this game, I hope the devs can stop the game from becoming unwinnable at Neptune's Bounty because it REALLY fustrated me.
