Low FPS issue [SOLVED]

UPDATE: I literally formatted the PC, apparently some Windows files were corrupt
(I have no idea why), and this solved everything, literally above 300fps and not only with Bioshock, some other games too. I hope this helps you if the same problem happens to you.

Apparently my fps are maintained between 35 and 40 fps regardless of the graphical configurationa and I don't think it's my hardware, can anybody help me ? It is very annoying to play like this.

I'm going to leave a screenshot ingame with afterburner active so you can see the use of my PC

Update: No matter the graphic configuration, I've put it in low graphics and resolution as well as ultra in 4k and this is maintained around 40fps

Update your GPU driver. Your GPU may be thermal throttling.

No, that's not the problem you can see it is about 57°C in screenshot and I have the lastest driver. I don't know what's the real problem. I have seen people talking about this and seems like games using Unreal engine have this problem but I'm not sure

Yes, it is playable but not enjoyable especially for a fps, I can't concentrate on how irritating it is and I finish without enjoying the game.

Sounds like something weird is going on there.
You should be seeing differences in framerates when changing resolution and settings that much.
What is your hardware and Windows version?
Have you verified the game files integrity?
What are your screen (fullscreen, windows etc) and VSync settings?
Have you been tweaking your bioshock.ini?
I don't know if I can help, but I'm happy to try.

I am using the latest version of windows 10, I think it's 1709 and my harware is the following:
i5 7400, GTX 1060 6GB, 8GB RAM (Maybe it's the problem?), game is running in HDD exclusive for games. I have not modified any game file, just download it and start playing.

I will try different configurations and I will tell you the results, I will also run it on another pc with similar specs, thank you for tying helping

That's not a bad system, you should probably be getting better results.
Make sure you verify the game files, you can also try reinstalling directx.
Can't hurt to try reinstalling the nvidia driver.
Try one at a time though, not all at once, that way you can keep tabs on any changes in behaviour each step of the way.
Can you post your sysinfo, Steam Menu > Help > System Information.
Sometimes there are clues in there.
Also take a look throuhg this page:

I tried playing in my secondary pc with same specs but this has a gtx 1050 and doesnt have ssd, surprisingly runs so well above 80 FPS even reaching the 100fps, i'm not sure which is exactly the problem as it literally copy files game to my PC (not download), maybe i'll just ends playing in my pc secondary haha

That sounds more like the performance you should be getting.

Have you tried reinstalling DirectX and your graphics driver?
That sometimes fixes odd issues like yours.

I already try everything and nothing seems to work, apparently the problem is in game since when it is paused the game uses about 70% of the GPU or similar but playing low up to 15%, does anyone know anything?

What are the specs of your pc ? It seems that your GPU is the problem. My problem occurred in some games, some less apparent than others, It was the operating system problem, not the GPU or the game.

I dont know what i did but i finally got my FPS hit to the max for my screen...
I disabled some windows diagnostics/tracing features and more...

For example in service i set in regedit
