How to get back out of the Upper Wharf

I have 2 of the 3 photos of Spider Slicers needed for Peachy, have completed Mcdonagh's Bar and the Postal unit, but am now stuck in the Upper Wharf - gate is closed and I can't jump/climb up to the Wharfmaster's office. What am I missing?

Go out the door of Fighting Mcdonagh and then turn right at the first turn and go down the tunnel to the end where the door is.. then follow the hall to the right after the door.. then go straight through the room where the security camera was (by the Ammo Bandito) and out the gate.. turn left right away and go through the door and straight through a second door.. follow the stairs down and then go left and down again.. then turn left at the gate and you will be facing the Gene Bank machine.. the Gatherer's Garden is on the other side of the pillar and the splicer should be right around there..
