Report a translation problem
Click on the "Compatibility" tab.
Click on "Change settings for all users".
Check Mark the "Disable fullscreen Optimizations" Option.
Click "OK" and "Ok".
The game always starts in full screen for me now. Hope this helps others.
An easier way might be to right click your game on Steam > Propertis > Local FIles > Browse and go from there
Thanks for this... Back for another of my replays of this game on a new laptop and the small/windowed issue still exists. Your suggestion fixed it! :)
In the game options and when applying settings for the non-window mode, the game window gets reduced and the only way is to kill the game and relaunch ...

However I found out a solution: by clicking with my mouse as hell wherever very shortly after applying the settings, it will avoid the window to get reduced and remains in full screen mode \o/

Hope that will help
1) Find "Bioshock.exe" file, open File Settings, go to Compatibility tab and select "Disable Fullscreen Optimization"
2) When game started:
first enable Windowed Mode in settings
then select desired resolution
then start/continue the game (in windowed mode)
when running the game - press "Win + D" or "Alt + Tab" to select some other window, and then return to Bioshock - it should run in full-screen mode now
