Cant get to Fleet Hall?

Ive played through most of the game just fine (looking up a tutorial here and there to find the golden reels, but I digress) However when choen says "Sander Cohen awaits you, at the fleet hall) when I get to the artium just outside fleet hall, the door wont open. I can do everything else in the game, Ive even reloaded it from my saved files, but I cant get through this dang door!

Please help!

There is a elevator to the left of that glass door with a button to press that will let you up the elevator. Once that part of the game is completed the door will open. It took me a while to find it as well.

There is an elevator to the left of the door. Hit the button beside it and you should be good to go.
