Thank you GIGAkun, enabling the checkbox "Disabling fullscreen optimisations" in properties-> Compatibility, the brightness adjustment works.
It's a shame, I've really been looking forward itching the ol' bioshock cravings.
Edit: After a bit more testing, it is specifically my Nvidia 1050 gtx which can't change the brightness. My integrated Intel 630 has no issues with changing the brightness. Too bad it isn't strong enough.
- ALL I HAD TO DO was disabling "Fullscreen Optimizations" on the "C:\Program Files (x86)\Steam\steamapps\common\BioShock Remastered\Build\Final\BioshockHD.exe" file, in the file's right-click Properties: Compatibility tab!
No need to change compatibility to windows 8 or anything like that.
The issue is the fullscreen optimizations which makes the "fullscreen" game run in borderless windowed, which forbids changing the GPU's screen brightness.
If Bioshock wasn't using Integrated Graphics, disabling fullscreen optimizations didn't matter.

Im stumped on what to do next. I know many have this problem, and i think people just give up on it and play something else. And i can understand that as the dark areas that are meant to be low lighting are litterally pitch black.
