I had the same issue, easier to request a refund.

This fixed the issue for me. Find the exe and run in windows 7/xp compatibility which should allow you to start the game. This will get the game running, but the screen will be off center. I also had to Disable Display Scaling On High DPI settings (also under the compatibility tab). This fixed my issues with the game. Hope this helps.

Rigth click on your game in games library, then choose show local files, then try compatibility mode to Windows 7 as writen above. Try to reduce resolution.:steamhappy:

Actually, set it to Windows XP, this will allow you to save games / options, as well as alt-tab.

Go to Control Panel, then find Turn Windows features on or off, and under Legacy Components check DirectPlay, and then hit OK. Wait for a while for your PC to finish with everything, and the PC will need to reboot as well. It's all done in few minutes.

This worked for me too! And I was getting error code 0x0000022 as well.
Before doing this, I also set compatibility mode to XP and ran as administrator, but I don't know if that's necessary.

Thanks!!
