Report a translation problem
You need to have SH2 on Steam in order to get the update for free. There's no way to convert a retail key into a Steam version. You'll need to buy the game on Steam again if you want to play the Steam edition with workshop support.
This is also generally true for any game you buy in a retail shop. Unless it specifically installs through Steam (e.g. all PC retail copies of Skyrim install through Steam), it has absolutely nothing to do with Steam.
Sorry dude, but that's just how a key works. It's only valid for whichever lock recognizes it. Steam can only redeem a key which they have sold or otherwise recognize - they need to make a profit too.
Perhaps the devs have released a patch for SH2 without the online features (though I doubt it), but you'd still be missing workshop support.
