"partial" controller support
Is it too partial to use a PS4 controller with on a TV or am I gonna need a keyboard/mouse handy?

From my personal experience controller support seems intact though a portion of the buttons cannot be mapped to. For example I use a Logitech F710 controller. Remapping was a bit of a nightmare at first until the developer posted a response to my inquiry (See my post about resetting keybindings.) but I found that D-Pad and trigger buttons (L-Trigger and R-Trigger) could not be bound to. So this may be what it means by partial support. Beyond that, all the menus appear to work and everything functions in-game.

Hope this helps.

Note: Word of advice though, don't change the controller bindings unless you REALLY have to. They cannot be reset unless done manually and I found an issue that they would occassionally not stick so you had to remap them again. Once they do stick they don't seem to require further attention.

Impulse appears to mean crouching to perform a high jump, and Box is the pause menu. I'm not sure what the keybinds for w, a, s, d mean regarding joysticks. I haven't gotten to that point yet where they are mentioned/needed.

I noticed when playing that you can't rebind things in-game and playing a 2D platformer with a stick is pretty awkward but I guess I'll live.

You can't rebind keys when you're playing in-game yes but each time you start the game at the launcher you're given the option. It's over on the Input tab. You can reassign all the keybindings here save for switching between using a D-Pad over analog to move with. I don't use a PS4 controller nor have I ever tried but using whatever software you're using to connect it should allow you to emulate the PS4 controller instead as a 360 one. From there it should work fine. Some emulation software (Joy2Key I think.) also lets you remap buttons there.

I use a PS4 controller with SCP toolkit for games. Not being able to use the D-pad for movement is kind of dumb IMO, from what I can tell the D-pad has no other function so I don't know why you can't just use either one to navigate.
