Report a translation problem
sometimes, if you place a wall or something else, one not yet placed scheme block gets blocked by an already placed one. this happens especially often, if you have more than one builder at work. just double check your building sites. ;)
scaffolds are also tricky, you better place them from bottom upwards. if you place the first part of the scaffold upwards, it may also cause some pathfinding issues.

What is the current task for your builder? If you select a builder and press F1, their current task will be at the bottom of the window.

You have a completely submereged building designation here. Your builder is trying to get access to that tile and cannot, so his pathing is bugging out.

The building designation under the bridge is unreachable.
Both of these problems are easily fixable. You can either cut a path to both sites, or you can simply remove the problem designations.

I cannot go through layers. I had to scroll down ti that manually. I tried to remap the keys to - and +, the letters O and P, nothing works. It was originally on PageUp and PageDown, but I am on a laptop so those are kind of funky to get too.
On depth, if you turn on "Display current depth level" in the options menu (Esc. -> Options) and then press your new keybinding for lowering the view hight, does the depth change? The game defaults to showing the highest possible layer (layer 48) and most settlements will between layers 10 and 20, so you'll need to press the layer down key at least 20 times for anything to change.
This is how they are acting basically. Sit at a chair for a while, go get some stone, build one block, go walk around a while, eat some food, mess around with the tool boxes, sit in the chair again... it's like they are building one block every 5-10 minutes and I swear they have everything they need right by them.
