Why are the resolution options only available in full screen mode?

I have a monitor and a drawing tablet as my second monitor, any time I try to go to borderless windowed mode or just windowed mode in general the game tries to eat both screenspaces. I have not run into a single other game that has this issue, every other game respects the settings on my system of the primary and secondary monitors.

This is partly a venting post, but I am seriously asking why I'm not allowed to tell the game "play at this resolution in borderless" or "only use THIS monitor, not all of them"

That does sound like an annoying issue. A blemish on an otherwise excellent title I hope?
