I had the same problem with my Xbox 360 controller, but it is not a controller problem, it is a game problem.

Applying the fix in Guides fixed the problem for me: https://steamcommunity.com/app/407600/guides/

Only issues with the fix is that the new menus are slow and can only be controlled with a mouse, but you can just map a controller analog stick as a mouse. Otherwise, the games themselves run fine now!

Had the same problem, was able to fix it by disabling controller support for this game on Steam, unfortunatley that disables most controllers. Not a problem if you have an x-input controller.
