Hi, I don't have that problem so I can't not find the cause.
Please, download dgVoodoo2, run as standalone and add your Strania Folder. This way you can edit the config file I uploaded (that was created with dgVoodoo2). Maybe tweaking the available options you will find a workaround. After editing the file you can delete dgVoodoo2 if you don't want aplications in your computer.

The game renderer is obviously locked to 720p, that's why we need to inject a DX9 wrapper to force a new resolution.
But you're so lost you don't even know what I'm talking about. Return to the cave.
You are confusing resolution with sharpness, and in this case, the difference is because rendered resolution is different than final resolution.
In your example, both original images are rendered at 720p but one is scaled to 1080p by aproximation (integer scaling) and the other with bilinear filtering. Using bilinear scaling will blur the final result and then you can lose details even using the same resolution.
I can show you how a real highres rendered image from this game (the two on the right):

But you can only achieve this result with a wrapper (it means you're modding the game over its original limits). So yes, you were wrong before, you're wrong now and you'll be wrong forever because you're not able to learn basics about this topic.
