There is a 3rd party software named "Integerscaler" which you can use to get the game running at fullscreen, just keep the game at 720p window mode (higher resolution will result in the program not scaling correctly).
Which you can enable in the Strania InI file in the game folder,
by going to

:---ScreenMode Setting(windowed [on/off(Default)])---

windowed off > on.
then save the ini file.

Right click the game executable, then select properties, go to the compatibility tab and select change high DPI settings and check HIGH DPI Scaling override to application , then use the program "intergerscaler" it will make it fullscreen for you by using alt-F11.

I hope the devs can fix this issue if not then this is the best alternative we have.

I think the devs left Steam already and sold the computers and burnt the offices up... sadly

Because nothing came from them for years now
