Same problem here, maybe with the new people who is now playing the " PES free version " the servers are full, and they're going to try some managements into the servers to get it better asap :)

You need to configure your port forwarding upnp or open ports.
Go to settings (C://Program Files (x86)/Steam/SteamApps/common/) and disable upnp and set port manually.

I solved with this tutorial:

1. close the game and steam
2. open cmd as adminstrator (start >Accesorios> right click on the cmd> run as adminstrator)
3. write: "netsh winsock reset" - ( without the " " )
3. reboot the computer
4. open steam and the game and have fun to play pro 2016 online game :)
