Why are questions and answers arcs seperated in to two different games?
For the record, I know very little about this game, and I wanna buy it, but when I see I have to buy two different games (+ a spinoff fighting game if I want the bundle which bloates the price by so much it's completely out of the question for me to buy said bundle), then I become sceptical. I would've bought the game already if one of the arcs was the price for both, but now I am sceptical. But I wanna be convinced otherwise!

Basically, it's bundles. The way Higurashi and Umineko work is that they are separated into eight Episodes, and both Questions Arc and Answer Arc bundle together four of the eight episodes, questions being Episode 1-4 and Answers being 5-8, compared to Higurashi where every Episode is a separate listed game. The price would likely be the same regardless of if it's in two bundles, altogether as one game, or separated into eight like Higurashi. And the story is long as ♥♥♥♥. Like, both of them together is well over a hundred hours, so it's well worth the price of ~55 dollars for both. And since both arcs are on sale right now, there is no better time

Yeah you're getting 4 games for 1
question arcs = arcs that introduce the setting and present the mysteries
answer arcs = arcs that gradually provide the solutions to the mysteries and ultimately the whole series

this is true to both umineko and higurashi

you're also encouraged to sleuth things together yourself. ryukishi wrote WtC as a sort of game of author vs. reader, which is the reason for all this and why the arcs have a "difficulty" level
