I would but I'm short of money. Plus waiting for all chapters to be released at the same time and play them then is better than having to wait for individual chapters one by one.
Anime : Higurashi > Umineko by far..
Visual novel : Umineko => Higurashi (it's hard to pick one of them since both are incredibly good but Chiru (Answer Arcs) is just another level)
If this is the first time you play Umineko, I would highly recommend you to understand that this is pretty much a different kind of detective novel. Instead of figuring out the culprit, you have to make sure that the "culprit" is not the only one who can do that but the others also can as the "culprit" has already claimed themselves (even though the real culprit will be revealed later in Answer arcs)
The Question Arcs contains the first 4 chapters (around 50+ hours depends on your reading speed) which will help you to get used to the rules and how to play this game effectively. It will leave you many questions and confusion (not that much if you can manage to keep track with all the clues and hints). Dont worry as the upcoming Answer Arcs is where this game become marvelous!

I'm leaning on to buying Umineko first because of this. Partly because Higurashi's ending has at least some form of conclusion and buying the next chapter would render that void, making me want more.
If you decide to wait, this game and Higurashi should be even cheaper by then which is a good consolation.
At this stage though Umineko is a more complete package, with all the question arcs readily available right now. I also personally think it's the better story of the two even if the direction taken after the halfway point of the story may delight or frustrate many people to no end. Additionally you can use the fact that the second half will take a long while to be released to take your time and really analyze the mystery to come up with your own answer before the second half comes around. Trust me you're going to need to do that, don't wait for the answers to be given.
Problem is, I don't think I'm gonna be satisifed with only three chapters. It's more of a what game can give a satifactory conclusion in the state they are in rather than which one is more enjoyable (I did play a bit of Umineko a while bac but never finished, I think around a few hours) and I really enjoyed Higurashi.
The first chapter of Higurashi had some sort of conclusion and didn't end in a cliffhanger to make me immediately want to buy the next chapter. Playing the second game would make that conclusion void since I would want to play the next chapters.
