See Rule 9.5:
9.5 ‘The China Card’ may not be played:
• during the Headline Phase,
• if it prevents the play of a Scoring card, or
• as a discard required by an Event.
When should I have been able to discard? I was looking for the opportunity and did not see it, but it is still possible I missed if it wasn't obvious,
At that point you had already confirmed that coup. It's not going to make you confirm it again after you've already rolled. That was the point when you could have discarded a card. Hitting commit without chosing a card to discard was telling it that you were choosing to lose influence in W. Germany. I believe it even says, "Choose a card to discard," at the top of the screen, but can't remember for sure.
I agree that it could have been a little more clear if a box came up asking you to make your choice of what happens (like with Warsaw Pact), but as long as you're paying attention to what's going on and what's written on the screen, I don't really think it's that big of a problem. So in short, not a bug, but the interface could be a little more clear in this instance.
