SE Asia is just another scoring card, but it's a one-off unlike the others, so not as significant.
Wargames gives 6 VPs to your opponent, then if VPs are still in your favour you win. Otherwise you lose. It's an effective way to secure a win if you have a strong VP lead.
Note that Wargames has been changed from the official rules. According to the official rules VP at 0 after Wargames event is a tie. Nobody wins and the game ends. Playdek changed this so that VP at 0 after Wargames event is a loss for the player who played Wargames.
I've done it once, knowing that PlayDeck will count it as my loss. Still I was satisfied with the game result, because I knew what the actual result was.
The only solution is to agree on every such issue with your opponent during set-up.
