USSR does not respect NATO card??

So i am US. USSR played NATO for 4 pts....USSR is NOT supposed to be allowed to coup or realignment on any US controlled EU countries for that turn per the event. USSR went ahead later in the turn and did coup on ITALY which i controlled.
What happened??

did NATO actually trigger and go into effect? I.e., had Marshall Plan or Warsaw Pact already been played as an event? If not, the NATO event will fail to trigger and the card gets discarded.

ah....ok.....then that is an excellent play by USSR when they have the NATO card.

Hmmm it would be nice if there was a WARNING before you try playing the even that MP or WP has not yet been played, which would nullify the effect of NATO. Or if there is, i must be missing it

When you receive your hand, any cards that you don't meet the prerequisites for will be crossed out with some sort of icon. For instance, with NATO, the NATO flag will be replaced with an X and the Marshall Plan (tractor) and Warsaw Pact (logo) indicators. If those indicators are there, triggering the event (if the game allows you to do so) has no effect. Play those cards for OPs instead.

In any case, NATO as an event is quite weak, and almost never worth triggering as the US anyways.
