We will bury you - broken?
Current game my USSR opponent played WWBY in the headline phase.

Now on my action phase whatever card I play the +3 VPs trigger. I thought it was supposed to trigger when I gained VPs - the cards I am trying to play do not have VPs on them.

Is this playing right?

Yes, the card is working correctly.
The rule about VP timing is only to clarify that the USSR VPs are received first, not that they are only received on US VP gain.
