Military Ops (at max. Coups still Possible)/ Defcon Level (at 2, Coups do not degrade?) Bug?
Hello all,
at the moment, i am playing a game vs AI. (AI=USA)

USA made several Coup Attemps this Round. Raising his Military Ops to 5 and decreasing Defcon Lvl to 2. So far so good.

But at Military OPS 5and Defcon lvl 2, USA is still doing Coup Attemps AND NOT decreasing Defcon LVL any further.

I have found a discussion at Boardgamegeek (https://boardgamegeek.com/thread/1052908/military-operations-maximum) that states that the Military Ops thing is as Intendet, but i am wondering if that is true for the defcon Lvl. (Rules clearly says: Coup Attemp = -1 Defcon Level)

Anybody any clearifaction on that problem?

6.3.5 Cards that state a player may make a “free Coup roll” in a par- ticular region may ignore the geographic restrictions of the current DEFCON level (see 8.1.5). However, a “free Coup roll” used against a Battleground country would still lower DEFCON as per 6.3.4.

It seems that this does only count for "Battleground Countries"... kk

Than this is a quite strong tactic.... my Opponent AI is using all his action-rounds for coups for getting Africa (most likely he has a Scoring card in his Hand)

Rules are that a coup attempt in a BATTLEGROUND country will reduce defcon by 1. Coups in regular countries will not reduce defcon. The only exception to this is the nuclear subs event for the US which allows them to coup battlegrounds without degrading defcon. However, Coups/realignments cannot be attempted in Europe when the Defcon is below 5, Asia when it's below 4 or the middle east when it's below 3. This applies for both battleground and regular countries.

So at Defcon 2 you can coup any Non-battleground country in Africa, or the Americas but nowhere else.

The free coup roll rules are really just for 'Tear down this wall' allowing it to coup/realign in Europe even when the defcon is below 5. Junta has this as well but since coups/realignments aren't restricted in the Americas anyway it doesn't really mean anything there.
