However, each level requires 3 keys of the same symbol, the first 3 in your picture will give you access to level 2, the next 3 keys you find in level 1 will give you access to level 3.
In level 2, you'll notice there are only 2 keys of the same symbol, the third being in level 3 (and 2 keys of the same symbol in level 3, with the third in level 2). This means you won't be able to progress to level 4 or 5 until you have collected all the keys in 2 and 3.
It's a strange system, I guess they just wanted to offer the player the option to temporarily skip a level if they were having too much trouble with it.
This. The first thing is the superweapon piece, the other symbols in groups of three are the keys for the other levels. They aren't always in a direct linear order which can be confusing at first, but I think is kinda neat. Fits with the "Land lost in time" theme IMO, where past and future are merged.
