Rem MIA so can advance Lief beyond friend

Dunno if it's a bug or if I'm missing something but when I talk to Lief it now says I need to do another quest to advance further (I think it's friend, the heart is filled to just touching the middle dip, wish there was a way to see exact points). Thing is according to the wiki that requires talking to Rem after they show up but they never show. I already did the tutorial quest chain to the end and the airport has an anchor so what else am I missing?
