The festival grounds cover important structures and the festival can't start!

I don't know what to do, it doesn't seem to be covering anything.

Was the festival grounds arch moved ? are its requirements met ?

It wasn't moved at first, then I moved it to see if that fixed it. The only requirement shown was "Town Hall" and it was met.

Make sure the festival arch is placed so that it doesn't overlap with other building

Hey, I'm sorry for reviving this post. But, have you guys reached a solution?
My "Festival Square" sign/arch also just says "Town Hall (Done)" and nothing else. And I've never moved the sign/arch.

The things that I did in the Festival Ground was:

• Destroy almost the whole Fey Masquerade Festival's castle;
  
• Removed all hedges around the Festival Ground during the Fey Masquerade Festival;
  
• Hang 2 flyers from Maximilian's "Founding Round" quest inside the square;
  
• Sold the town center's fountain. >D

However, the square was back to normal after the Fey Masquerade Festival. Except the town's fountain, now it is missing. And the fliers I removed once I noticed that the festivals were not being started.

So far I missed the Pumpking Feast and now I'm on Winter 6th and the Snowdust Faire festival is not starting either... =/

Do I need to start a new game?

Edit: Oh! The Town Square sign/arch do says that it a Fountain is required and is missing. However, I can't find where I can buy it back, its not in the Catalog. =/

Note to whoever was stupid enough, like myself, to sell the fountain. It appears randomly in the Murmur Consortium's ballon vendor, at the "Airship Anchor". For me, after repairing the square, the next day the festival started.
