Airship Dock??? [It's just Business Quest]
I've just started this quest with Aliza, but I'm being really dense and can't figure out what it means:

"The bottleneck there is all in the airship dock...If ya could expand both sides a bit, it'd be a great first step to ownin' the whole region!"

I have an airship anchor, but the tier/requirements have not changed.

Any ideas?

The airship dock she is talking about is the building next to the Inn. To the right of it. There are 2 sides to that building and you have to make sure you meet the tier 3 level on both sides. The airship anchor is only for the airship merchants.
