Rail Hydra - Stuck, Ladder On Train Unreachable

I'm on the moving train now and I hit the switch to bring down the ladder, but it doesn't seem to come down all the way. I can't seem to jump high enough to get on it. I tried using the switch multiple times and it never brings it down far enough.

Is this a bug or am I missing something?

Use the Captain and double jump. Bucky can't grab it.
