Modok not in shield base open world hub

hey yall i've been able to get every character token in the open world shield base hub but modok. hes not showing up where i see he is supposed to be in the shield base hub. does he only show up after a certain storyline?

I have completed the game 100% and I finished the entire story, as well as the extra 3 missions, and then started on the hubs and finally the Free Play. Try finishing all 15 missions on Story mode and then come back to the S.H.I.E.L.D. Base hub. If that does not work, your save might be glitched.

and how do you do that cause i may have the same problem with two of the character tokens in the Washington DC Hub
