character not showing up in washington dc hub

just finished the story mode and going around to the hubs to collect the chatacter tokens and when i go to washington dc blazing skull doesn't show up where he should be....do i have to have to do something else for him to show up?

i have tried everything like messing with the grarphic settingd and still nothing maybe this is just a game breaking glitch being that i can not get to 100% without this character token

still nothing. hope that someone can help me. is there a forum on the game developers website where i can post problems with the game?

i came across this same problem on the ps4, i was able to fix it by rescuing stan lee right behind you in the water. once he makes it to dry land the blazing skull mission popped up. hope that works for you
