You mean drawing pixel art? You need another app to do that like gimp or krita.

For PixelArt type of graphic/animation I'm personally using Aseprite

There are other PixelArt software like:
- Pyxel Edit [pyxeledit.com]
- Pixel Studio
- Piskel [www.piskelapp.com]
- Pixilart [www.pixilart.com]
- Lospec [lospec.com]
- PixelArtMaker [pixelartmaker.com]

Some are paid apps some are free but all of them will help You with creating PixelArt more than GIMP or Krita or Photoshop.
