Is Powder Packer perk cumulative?
I have it on one of my toons, says the bonus is 10% party wide. Was wondering if I got that perk with other characters if the odds would stack... Anyone know?

It does say "+10%" so one would believe that it would be cumulative.

Yes it does sums up all party members' powder packer perk, but underlying mechanism is unknown, so be wary of way this perks' chances do sums up with each other. In best case it would add +10% to base chance to find, not to each other

I quoted the merchant skill isn't cumulative at all, so Im' not sure it is for that. Eventually they added the precision so the players don't feel forced to pick drops with a specific character.
