You can traverse areas with a single character, yeah, just press Space by default to split your group and you'll move that singular selected character. And like you thought, it's impossible for the open world travel from town to town.

And finally, whoever you prefer, Schotchmo is cool 'cause he makes some interesting comments about areas you're in. And Ralphy is very easily moldable into whatever you want him to be since he's so low level.

I also read a much simpler solution, control Angela when you start the dialog, and it should avoid trigger the Angela dialog and the event.
Or much more simply, enter the area, fire Angela out of the party, make the dialog, and talk her to take her back. One side effect you lost all her combats stats (kills/damages) which is probably a bug.
Angela was instrumental at the start but if you play the Disnumeroparaphobia trait correctly your character(s) get capable pretty early on. Her combat skills are sort of redundant at this point as my lead char is much more deadly with an AR/Shotty/EW. But her hardass perk and a few other skills do provide alternatives otherwise overlooked. I like having her around for the flavor of the main quest so it won't be much of an issue to temporarily dismiss her. But there is room for one more member and I am not sure who I want to keep, we are at level 8 so Ralphy and Scothmo's stats have been terribly distributed. Making both redundant but there is room for one more... so who will stay out of the two when she is back. Assuming your wanser to my previous questions is more favoriable that is.
If you remove a character from party, he stay close where you do it as soon as you don't move to another area (or too far?), you can take him back and those stats are reset. As far I know there's no consequences but the stats reset.
To hire more recruits even if you don't want keep them, you'll have remove anyway a member from your party at least temporary. You can recruit the new member, remove a current member, have the new recruit in team, then speak to your member who left but is close to get him back in team. If you don't want lost the stats you can quote them manually and do the additions or edit the xml file to add them back.
