Cat Burglar achievement not working.
As stated, I steal the pick with no one seeing me but as soon as I leave the place. The rangers get called out for stealing.

The achievement works, but never have must talked to Kekkahbah before stealing the spike. So basically go steal the spike right away before even thinking going throught the front door. Otherwise the very paranoid and crazy Kekkahbah will rightfully suspect the Rangers stole the spike.

Ok, I reloaded to a save further back and now they blame the other side but it still didn't pop.

The notification pop-up only comes up after you quit the game. Maybe you missed it or there was a problem with the Steam overlay. Which is not so uncommon unfortunately.
Best course is to always check your profile to be sure.
